Key Takeaways from Elisabeth Baker-Pham’s Webinar on the Personnel Vetting Questionnaire (PVQ)

KCNF partner Elisabeth Baker-Pham recently joined ClearanceJobs for an informational webinar about anticipated changes to the federal security clearance process, specifically, the new Personnel Vetting Questionnaire (PVQ). Baker-Pham explained how the PVQ aims to streamline and simplify the security clearance application process by consolidating the primary federal background investigation forms, including the SF-85, SF-85P, and SF-86 and revising several of the forms’ key questions.

Timeline for PVQ Implementation

The PVQ, approved in 2023, has yet to be officially implemented. While initially expected in 2024, recent updates indicate that applicants may not see a complete rollout until 2026 or 2027.

What Federal Employees Need to Know

The PVQ changes security clearance reporting requirements, reducing timelines for background questions such as residency and employment, and commonly problematic sections including those pertaining to illegal drugs (including a substantial reduction for marijuana for most applicants), alcohol, and police records. It also clarifies and refines other sections such as financial reporting, foreign contacts, and mental health.

Baker-Pham emphasized the importance of carefully reading and understanding the PVQ questions, particularly noting how applicants should proactively use the adjudicative guidelines (SEAD 4) to help inform their responses. Clear, accurate disclosures that anticipate potential adjudicative concerns, along with proactively addressing issues with mitigation information, can significantly help applicants avoid unnecessary complications during the vetting process.

Applicants are encouraged to remain informed about these updates and KCNF will continue to provide updates as they become available.
