Watch Elisabeth Baker-Pham Discuss Upcoming Changes to Personnel Vetting at ClearanceJobs Connect 2024

KCNF partner Elisabeth Baker-Pham recently spoke at ClearanceJobs Connect 2024, where she shared insights on the forthcoming Personnel Vetting Questionnaire (PVQ). Set to replace the Standard Form 86 (SF-86) and consolidate other security clearance vetting forms, the PVQ introduces significant changes aimed at simplifying and clarifying the application process for clearance applicants.

During her presentation, Baker-Pham highlighted key updates to the PVQ, including reduced lookback periods for most sections. Questions about drug use, for example, will distinguish between marijuana and other substances, with the initial lookback period for general marijuana use reduced to 90 days. Other inquiries, such as those related to alcohol counseling and financial delinquencies, have been narrowed to the past five years.

Mental health-related questions have also been streamlined, eliminating some “ever” questions about hospitalizations and failure to take prescribed medications. Instead, the PVQ focuses on mental health events within the past five years.

The rollout of the PVQ, originally slated for mid-2023, has been delayed and is now expected sometime in 2027. This represents a shift toward a more applicant-friendly process while maintaining the rigorous standards critical to national security.
